I speculate that you should have both python3 and python2, in your environment. The current version of pip will point directly to python3, while python2 needs to use pip2.
in my environment:

$ pip list
Package    Version
---------- -------
pip        10.0.1
setuptools 20.10.1

$ pip2 list
Package    Version
---------- -------
pip        10.0.1
setuptools 20.10.1

$ sudo pip install six
$ pip list
Package    Version
---------- -------
pip        10.0.1
setuptools 20.10.1
$ pip2 list
Package    Version
---------- -------
pip        10.0.1
setuptools 20.10.1
six        1.11.0

if installed like this:

$ pip install six --user
$ pip list
Package    Version
---------- -------
pip        10.0.1
setuptools 20.10.1
six        1.11.0
$ pip2 list
Package    Version
---------- -------
pip        10.0.1
setuptools 20.10.1
To sum up, you use sudo pip install scrapy to actually install scrapy into your python2 environment, while the pip command displays packages in the python3 environment. There is no scarpy.
solution at this time:
use pip install scrapy-- user to install scrapy into the python3 environment (only in python3).
or pip2 list View packages in the python2 environment (can only be used in python2).
installing package using sudo is not recommended. See [What are the risks of running 'sudo pip'?
