What do 'Sign'' and 'Add to recipients'' stand for in GPG keychain?

as you can see, this is the encryption page in GPG Chain.
it is known that the private key selected in the, Your Key column can also decrypt files that are about to be encrypted.
but the Sign and Add to Recipient on the right seem to have no effect.
