if you stay in the background and continue to locate after the phone is turned off

We are using h5 to develop app. Now there is a requirement that after the phone is turned off, the location can be executed all the time, and then the location information can be sent to the background server. It has been found that timers are used to execute the code, but after the phone is turned off, the timer is no longer executed a few minutes later. Is there any screen shutdown event, or a way to keep the program running in the background?
