Error in cross-compiling arm of ubuntu qt?

system: ubuntu 18.04
QT version: 4.8.5 (due to arm runner requirements)

first executed 

sudo ./configure -prefix /usr/local/Trolltech/QtEmbedded-4.6.3-arm -shared -release -opensource -little-endian -embedded arm -no-qt3support -lrt -xplatform qws/linux-arm-gPP

pass

then execute the sudo make prompt as shown below
