Can the "serial number" of an Android phone be used as a unique identification number to distinguish between a device and a tracking device?

there is a "serial number" in the status information about the phone. I found that the serial number will not change after restoring the factory settings, brushing, etc., so can this "serial number" be used as the unique identification number to distinguish the device from the tracking device? the general serial number is only 6-8 digits, which belongs to the corresponding mobile phone manufacturer, and it is not unique, but it can be used as part of the fingerprint information.
